Program Overview
The inside wireman apprenticeship program is a 5-year apprenticeship. Our apprentices are registered with the Department of Labor (DOL) and the Division of Apprenticeship Standards (DAS). The apprenticeship program comes at no cost to the apprentice. There are no fees for tuition, books, or classes. During your 5-year apprenticeship, you will have accumulated a minimum of 8,000 hours of on-the-job training, over 1,000 hours of classroom instruction, and you will earn your California State Certification. Once you complete your apprenticeship, you will have the ability to work out of any IBEW Local Union across the country.
How Much Does It Pay?
The inside wireman apprenticeship program has a starting wage of $26.39 per hour. Every six months, each apprentice will receive a wage increase, provided they meet all requirements to complete the semester. You will receive full medical and dental benefits at no additional cost. After you have completed your first year of apprenticeship, you will begin accruing retirement benefits. Due to the fact that our jurisdiction is all of Kern County, some jobs offer sub-pay in addition to your wage to supplement the drive time.
MINIMUM REQUIREMENTS TO APPLY
At the time of application, all applicants must:
- Be at least 18 years of age
- Provide a valid driver’s license
- Have a high school diploma or GED certificate
- Meet the math requirement:
- High School Algebra 1 (or higher) with a minimum grade of “C” for two semesters, AND/OR
- One semester of College Algebra with a minimum grade of “C” (college transcript required)
- Be able to read, write, and speak English
- Be physically able to perform all work of the electrical trade
- Be available for the program and have reliable transportation
- When required, submit to a drug test and physical examination
- Immediately notify the Apprenticeship Office of any changes to your address or phone number

APPLICATION PROCEDURES
Before You Begin
Before clicking the button below, make sure you have the following documents gathered and ready. Having everything prepared in advance will allow you to move through the application without interruption. Once started, your application expires in 3 days if not completed.
1. High School Transcript (Required) Obtain a copy of your high school transcript. This does not need to be an official sealed transcript — an unofficial copy is accepted. Your transcript must be scanned using a scanner app and saved as a PDF before uploading. It will be used to verify both your math requirement and your graduation date.
2. College Transcript (Required only if using College Algebra to satisfy the math requirement) If you are satisfying the math requirement through College Algebra or higher, obtain an unofficial copy of your college transcript as well. Scan and save as a PDF before uploading.
3. High School Diploma or GED Certificate (Required only if your high school transcript does not show a graduation date) If your high school transcript does not clearly show a graduation date, or if you completed a GED, have a copy of your diploma or GED certificate ready to scan and upload.
4. Valid Driver’s License Have your valid driver’s license ready to scan using a scanner app. Do not photograph your license — scanned PDFs only.
5. Work History Information You will be asked to provide a summary of your work history. Have your employment dates, employer names, and job titles available.
6. Additional Supporting Documents (If applicable) If you have any of the following, have them ready:
- Military service documentation (DD-214, NGB Form 22, or current service documents)
- Pre-apprenticeship or certificate program completion certificates

Applications are accepted online only. To apply, click the blue button below to create your account and begin the application. All applicants who meet minimum requirements may apply.
Your application consists of 8 steps, all of which must be completed (Step 7 is optional depending on how you satisfy the math requirement):
Step 1 — Application (Required) Complete the online application form with your basic personal information.
Step 2 — Supplemental Form (Required) Complete the supplemental questionnaire.
Step 3 — Work History Summary (Required) Provide a summary of your work history.
Step 4 — Voluntary Disability Disclosure (Required) Complete the voluntary disability disclosure form.
Step 5 — Copy of Valid Driver’s License (Required) Upload a scanned copy of your valid driver’s license. Do not take a photo of your license — use a scanner app. Photos that are blurry, angled, or cropped will not be accepted.
Step 6 — High School Transcript (Required) Upload a copy of your high school transcript. Your high school transcript serves two purposes: it is used to verify that you have met the math requirement (Algebra 1 or higher with a minimum grade of “C” for two semesters), and it is used to confirm your high school graduation date. All applicants must submit a high school transcript regardless of how they satisfy the math requirement.
Step 7 — College Transcript (Optional — required only if using College Algebra to satisfy the math requirement) If you are satisfying the math requirement through College Algebra or higher (minimum grade of “C” for one semester), you must also upload an unofficial college transcript in addition to your high school transcript. If you are satisfying the math requirement through your high school transcript, this step is not required.
Step 8 — High School Diploma or GED Certificate (Required only if your high school transcript does not show a graduation date) If your high school transcript clearly shows a graduation date, this step is not required. If your transcript does not include a graduation date — or if you completed a GED — you must upload a copy of your high school diploma or GED certificate to verify that you have met the high school graduation requirement.
Important scanning requirements for all uploaded documents:
- All documents must be scanned using a scanner app (such as Adobe Scan, Microsoft Lens, Apple Notes scanner, or any equivalent app)
- All files must be submitted as a PDF
- Photos taken with your camera — even if saved as a PDF — will not be accepted
- All documents must be clear, complete, and fully legible — all text must be readable
- Your name must appear on every document
- Password-protected files cannot be verified and will not be accepted
- Foreign transcripts must be certified translated
Once you have begun the application, you have 3 days to submit all materials before it expires.
WHAT HAPPENS AFTER YOU APPLY
Once you have submitted all 6 steps of your application, here is what to expect:
Application Review Our staff reviews all submitted applications and transcripts every Monday. Submitting your application does not guarantee advancement in the process. Applications that are incomplete or whose transcripts do not satisfy the minimum math requirement will be closed and you will be notified by email.
If You Meet Minimum Qualifications — The New Selection Process ETAKC has adopted a new selection process in partnership with GAN Human Resources, a nationally recognized I/O psychology firm specializing in apprenticeship program selection. Here is what qualified applicants can expect:
Step 1 — Personal Experience Form (PEF) Qualified applicants will receive an email directly from the GAN portal with instructions to complete the Personal Experience Form (PEF). The PEF must be completed and submitted within 2 weeks of receiving the email. Monitor your email — including your spam and junk folders — closely. The PEF can be completed remotely from any device.
The PEF collects information about your:
- Educational background (high school, college, vocational/technical training)
- Work experience (electrical, construction, and other)
- Military experience (if applicable)
- Letters of recommendation (optional, up to 3 — only the highest-scoring letter will be counted)
Start gathering your documents now so you are ready when the PEF arrives. See the Document Preparation section below for a full list of what you will need.
Step 2 — Aptitude Exam Scheduling Once you have submitted a completed PEF, you will receive an email from the ETAKC front office with your scheduled aptitude exam date and time.
Step 3 — Aptitude Exam Appear at your assigned date, time, and location to take the GAN Aptitude Battery. The exam assesses mechanical, quantitative, verbal, and spatial aptitude. You must stay for the entire exam to receive credit.
Step 4 — Ranking and Selection Following testing, GAN provides ETAKC with a final report ranking applicants. Selection decisions are made from that ranked list.
DOCUMENT PREPARATION
Start gathering the following documents early. You will need them to complete the PEF. All documents must include your name. Password-protected files are not accepted.
Education
- Unofficial transcripts (high school, college, or vocational/technical school)
- Foreign transcripts must be certified translated
Work Experience — Upload ONE of the following per employer:
- Year-end pay stub (must show total hours worked)
- Employer letter on company letterhead (must include hours worked, job type, and employer contact information)
- W-2 + pay stub submitted together
- Note: A W-2 submitted without a pay stub will be counted as a maximum of 1,000 hours, as hours cannot be independently verified
- 1099 form (for independent or self-employed work)
Military Service (if applicable)
- Veterans: DD-214 and/or NGB Form 22
- Active duty or reservists: Current orders, enlistment contract, or Leave and Earnings Statement (LES)
Pre-Apprenticeship or Certificate Programs (if applicable)
- Completion certificate from your program
Letters of Recommendation (optional)
- Up to 3 letters may be submitted; only the highest-scoring letter will be counted toward your score
- Letters may come from: a Union Electrical Contractor, Non-Union Electrical Contractor, IBEW Member, Union Member, Construction Contractor, Community Based Organization Director or Mentor, School Official or Teacher, Government Official, Employer, or Other
FREQUENTLY ASKED QUESTIONS
Q: Do I need to submit an official sealed transcript? A: No. ETAKC no longer requires official sealed transcripts. You may submit unofficial transcripts, which you upload yourself during the application process. All transcripts must be scanned using a scanner app and submitted as a PDF — camera photos are not accepted.
Q: Do I need to submit both a high school transcript and a college transcript? A: All applicants must submit a high school transcript (Step 6). Your high school transcript is used to verify both your math requirement and your graduation date. If you are satisfying the math requirement through College Algebra or higher, you must also submit a college transcript (Step 7). If your high school transcript satisfies the math requirement, the college transcript step is not required.
Q: When do I need to submit a high school diploma separately from my transcript? A: If your high school transcript clearly shows a graduation date, you do not need to submit a separate diploma (Step 8 is not required). If your transcript does not include a graduation date, or if you completed a GED, you must upload your high school diploma or GED certificate to verify that you have met the graduation requirement.
Q: What happens after I submit my application? A: Our staff reviews all applications every Monday. If your application is complete and your transcript satisfies the math requirement, you will move forward in the selection process and receive an email from GAN Human Resources with instructions for completing the Personal Experience Form (PEF). If your application is incomplete or your transcript does not meet the requirement, your application will be closed and you will be notified by email.
Q: Does submitting an application guarantee I will move forward in the process? A: No. Submitting an application does not guarantee advancement. All materials are reviewed for completeness and minimum qualification. Only applicants who meet all requirements will move forward.
Q: What is the Personal Experience Form (PEF)? A: The PEF is a structured form developed by GAN Human Resources that collects information about your educational background, work experience, military service, and other relevant experience. It is completed online and must be submitted within 2 weeks of receiving your invitation email. It is an important part of the selection process and you should invest ample time completing it thoroughly and accurately.
Q: Can I choose my aptitude exam date? A: No. Once you have submitted a completed PEF, ETAKC will assign you a mandatory exam date and time. Attendance is required. If you do not appear for your scheduled exam, your application will be closed.
Q: How can I prepare for the aptitude exam? A: We strongly recommend preparing before your exam. The GAN Aptitude Battery covers math, reading comprehension, mechanical reasoning, and spatial reasoning.
Q: What documents do I need for the PEF? A: See the Document Preparation section above for a full list. Start gathering your documents early — once you receive the PEF invitation you will have only 2 weeks to complete and submit it.
Q: What file types are accepted for the PEF? A: .pdf, .doc, .docx, .png, .jpg, .jpeg, .gif, .tif, .tiff
Q: Who can write my letter of recommendation? A: Letters may come from a Union Electrical Contractor, Non-Union Electrical Contractor, IBEW Member, Union Member, Construction Contractor, Community Based Organization Director or Mentor, School Official or Teacher, Government Official, Employer, or Other. You may submit up to 3 letters but only the highest-scoring letter will be counted.
Q: I previously applied under the old selection process. What happens to my application? A: If you previously applied and have not yet completed an aptitude test, your application has been transitioned to the new GAN selection process. You will receive separate correspondence from the ETAKC front office with instructions on your next steps.
